Imagine a place where young girls are sent for petty crimes. Jodi, caught shoplifting for the second time, and Anika, arrested for lewd behavior in a park, are sentenced to an intimidating institution where strict discipline is administered by the sadistic Mrs. Borgstad.

The story opens with the girls sitting outside the exam room of Dr. Fish. A frightened Anika listens as Jodi tells her about life in The Reformatory. The beautiful blonde girl is almost in tears as she hears what's in store for her.

Finally, Mrs. Borgstad appears and tells them in no uncertain terms how they are to behave during their stay. With both girls looking down in silent fear, Anika is summoned to the exam room.

The girl is introduced to Dr. Fish who begins a physical exam by having her undress completely. He listens to her heart as she stands naked, after being made to run in place. He takes her temperature rectally as she lays on the hard exam table. An inflatable enema nozzle is inserted into her bottom and she's filled with water to prepare her for the rectal exam that will follow. Bending her over the proctology table, a long sigmoidoscope is inserted deeply into her rectum. Finally, she is given a pelvic exam with her legs spread open for Dr. Fish's fingers and speculum.

Jodi is next and she endures the same treatment, but Dr. Fish notices that her inoculations aren't up-to-date and she is given a shot in her bottom as she lays prone on the exam table, completely nude.

Jodi attempts to talk back to Dr. Fish and this results in Mrs. Borgstad inserting a horse's bit into her mouth, effectively stifling the poor girl!

Found to be healthy, both girls are taken to the punishment room. Both girls are bent over the punishment table, forced to tie each other in restraints and given severe strappings by Mrs. Borgstad.
